Matthew McGuire, Chartered Accountant, is a partner at MNP LLP and the National AML Practice Leader, founder of vCAMLO, and co-founder of the Canadian Institute for Financial Crime Analysis. Together with his team of full-time AML specialists, Matthew leverages his private and public regulatory and investigative experience to empower our clients with anti-money laundering compliance and financial crime risk mitigation strategies, with a focus on federally regulated financial institutions, emerging payment technologies, and credit unions. Matthew has been qualified and admitted by the Ontario Superior Court of Justice as an expert witness, is certified as an Anti-Money Laundering Specialist by the Association of Certified Anti-Money Laundering Specialists, and is accredited as an Anti-Money Laundering Professional by the Bank Administration Institute.
Since his time as a strategic and tactical intelligence analyst with the Financial Transactions Reports and Analysis Centre of Canada (FINTRAC), Matthew has managed multi-national anti-money laundering and fraud investigations as manager of the Forensic & Dispute Services Group of Deloitte & Touche LLP, as well as consulting engagements for commissions of inquiry, and reporting entities to the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA). Most recently, his engagements involve tuning technology designed for money laundering and financial crime monitoring to accord with identified risks and increase efficiency.
Matthew regularly speaks on the topic of money laundering and financial crime to reporting entities, law enforcement, prosecutorial authorities, university courses, and conferences, and authors articles for periodicals. Over the past three years, Matthew has supervised the conduct of post-graduate students’ research papers which were peer reviewed and rated outstanding. Those papers canvassed the topics of insurance and money laundering, money laundering constraint in developing economies, and the effectiveness of political corruption counter-measures.
Matthew has had significant experience in forensic accounting and has worked on cases in London, New York, Ottawa, and Toronto. He holds an Honours Bachelor of Arts as well as a Master of Accounting degree from the University of Waterloo. In 2005, Matthew completed and was valedictorian for the 2-year Diploma in Investigative and Forensic Accounting program at the Rotman School of Management (University of Toronto).
Amber has broad-based financial compliance experience that includes insurance, mutual funds and banking. In addition to being a Certified Anti-Money Laundering Specialist (CAMS) Amber is a Certified Privacy Professional (CIPP). She holds a mutual fund sales designation from the Investment Funds Institute of Canada (IFIC) and a first level Fellow, Life Management Institute (FLMI).
Amber completed her undergraduate studies at the university of Waterloo where she majored in Psychology. Her academic interests have included law and criminology. As a teaching assistant she collaborated on the development of the university’s first applied psychology course on criminal profiling. In the very near future, she will be receiving an MBA designation from the University of Aspen.
The first memory that Amber has about financial crime is hearing her father and a friend of the family discussing the dilemma faced by a local union that had fallen under the influence of an organized crime group. Pension monies had allegedly been diverted into investments that benefitted the criminal organization, but not the union membership. Many discussions with her father followed on the structures that could allow a criminal group to circumvent the controls in an established organization for their own purposes without suffering any consequences. It was all very confusing and fascinating for a ten year old.
Since then some of her confusion has faded, but her fascination never has. Amber is passionate about ethical and legal compliance. Her obsession with understanding the risks and devising actionable solutions to detect and control them has led her to Williams McGuire. As a manager in Risk and Financial Intelligence, Amber is thrilled at having the opportunity to apply intellectually rigorous and field tested anti-money laundering risk strategies to a diverse array of business models.
Lucy is a Certified Anti-Money Laundering Specialist and graduate from a joint program at the University of Guelph-Humber where she earned both a Bachelor’s degree and a Diploma in Business Administration with an emphasis on international business. She went on to complete Seneca’s Post Graduate Certificate in Financial Services Compliance Administration. In 2010, she received her Canadian Security Certificate from the Canadian Securities Institution of Canada.
Prior to joining WM-AML, Lucy completed a field placement with IIROC as part of the Seneca program.
With a strong educational background in regulatory compliance in the financial services industry and an interest in anti-money laundering, Lucy is delighted to have the opportunity to apply her knowledge towards anti-money laundering strategies as an analyst.
James’ multi-disciplinary decade of professional experience centers on regulatory oversight in the legal and financial services sectors. Experience in Petro Canada’s commercial credit arm, and extensive work with Fidelity Investments Canada make up the core of his business background. His most recent work with the Law Society of Upper Canada – the regulatory body overseeing legal practitioners in Ontario, has equipped him with a firm working knowledge of Canadian and International legal frameworks. James is currently attending the University of Toronto where he is a candidate to receive an Honors BA.
His first exposure to the world of Money Laundering was as a child when a family friend (who happened to be a South American border customs officer) insisted on paying for everything while on vacation, from what appeared to be a massive roll of American bills because “he could not deposit it into his bank account”. James’ father and the family friend patiently explained to him that as a border guard in a high risk jurisdiction, sometimes this gentleman was provided with large amounts of money to “go for a washroom break” at key times, and that these large sums of money, often dwarfing his yearly salary, would be hazardous to decline. The image of an honest worker forced into institutionalized bribery stayed with him.
Since that time, James has taken an interest in related social issues, including the factors that lead to or deter corruption, piracy and financial crime. He is proud to be in a role in which he is able to contribute to the deterrence, detection and prevention of financial crime in Canada.

This massive knowledge base is leveraged as Sean offers guidance and real-world tempered experience to WM-AML clients and analysts alike.
Experience with Legal Aid Ontario, the Ontario Ministry of Finance and several high profile yet confidential companies have developed in Sean a profound ability to rapidly and keenly assess the state specific processes and risks for operational models of all sizes. Extensive work with consulting firm Protiviti Inc Toronto has further empowered Sean’s analytical capacity during his tenure as a Technology/Business Risk Practice Consultant and saw him working on initiatives that spanned Sarbanes Oxley controls, IT General Control testing and Segregations of Duties Reviews within IT systems. This wealth of professional experience has seen Sean develop an incredible acumen of consistently delivering tangible business solutions.
Ever since completing his CFE designation and being exposed to the realities of the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) Sean has been drawn to the anti-money laundering (AML) and counter terrorist financing (CTF) region of combating financial crime and fraud. He is thrilled to be working with dedicated AML/CTF specialists at Williams McGuire Inc. This rides on the deeper passion to join the fight against crime on the side of justice that Sean developed as a young man reading mystery and crime novels and paying keen attention to these dramas in the media.
